Biliran governor Gerard Espina has urged members of the provincial board to pass legislation in support of the province’s local music scene.
Under the proposed ordinance, all radio stations in Biliran would be required to allocate one hour every day to Biliranon music, which is defined as “songs composed, written, or performed by Biliranon artists or those highlighting the identity of the province.”
In a statement, the governor shared, “This is a step forward in ensuring that our local talents receive the recognition and support they deserve.”
Inquirer also reported that Espina shared that the initiative aims to preserve and promote Biliran’s cultural heritage while also supporting local musicians. After Inquirer published the story online, Espina added that he has already authored the proposed ordinance and is hoping that “someone from the Sanggunian Panlalawigan will sponsor it.”
Additionally, Espina is campaigning for the one-hour slot to be scheduled between 6 AM and 10 PM. Radio stations will be required to announce the time slot at least once per hour during regular broadcasts.
Under the proposed policy, radio stations will be required to submit compliance reports to the Provincial Tourism Office every month. Each report will outline the songs aired and what time slots were allocated. Non-compliance with the policy will result in fines ranging from P5,000 to P10,000.
